Government’s Wind Industry Protection Racket: Wind Farm Noise ‘Rules’ A Sick Joke

Around the world, pliant governments allowed the wind industry to create utterly meaningless wind turbine noise ‘rules’ that allow wind power outfits to get away with murder.

Giant industrial wind turbines deliver a merciless, thumping, grinding cacophony of daily torment to families forced to live next to them.

And if you think pocketing cash in exchange for the experience makes a difference – a well-worn wind industry meme – why not consider Clive and Trina Gare, South Australian farmers paid $200,000 per year to host 19 2MW Suzlon S88s – people who would know – who told the Australian Senate that, after their miserable experience of living next them, they wouldn’t buy a house within 20km of a wind farm: SA Farmers Paid $1 Million to Host 19 Turbines Tell Senate they “Would Never Do it Again” due to “Unbearable” Sleep-Destroying Noise

In our timeline post – Three Decades of Wind Industry Deception: A Chronology of a Global Conspiracy of Silence and Subterfuge – we covered the fact that – from 1995 – the wind industry drew together a hand-picked team with a mission to write noise rules with absolutely no relevance to wind turbine noise; and, therefore, of no benefit to wind farm neighbours (with predictable and soul-destroying results).

In Ireland, as elsewhere, its government has been running a protection racket for the subsidy-soaked wind industry, for years now. But for how much longer is a matter of conjecture. STT recently reported on the decision by Ireland’s Supreme Court, critical of the fact that the noise guidelines meant to protect residents do no such thing: Vindicated: Supreme Court Slams Developer For Ignoring Wind Turbine Noise Effects on Neighbours

Across Ireland pro-community groups have gone on the offensive, with the same object in mind: getting noise rules which are even vaguely relevant to the task and getting them properly enforced.

New turbine guidelines are ‘not fit for purpose’

Paula Byrne, the Ballyroan-based public relations officer with Wind Aware Ireland had labelled the new wind turbine guidelines as “not fit for purpose”.

Over the past number of years, as many as 14 local groups have voiced trenchant resistance to plans for wind farm developments at various locations around Laois. These include Concerned Communities of Laois, Wolfhill Swan Luggacurren Wind Awareness Group, People Over Wind, Save Our Mountain, Save our Stradbally, Concerned Residents of Spink, Laois Wind Energy Awareness Group, Protect Rural Ireland, Wind Aware Ireland, Slieve Bloom Wind Turbine Awareness Group, Environmental Action Alliance-Ireland, Portarlington Against Wind Farms and the Ratheniska-Timahoe-Spink and Surrounding areas Substation Action Group. The latest group opposed to a wind farm development in Dernacart, Mountmellick was set up just four weeks ago.

Commenting on the new guidelines, Ms Byrne said: “Six years ago, a government-appointed noise expert body recommended a noise limit of 40dBA attributable to one or more wind turbines should be applied in order to restrict noise from wind turbines at noise-sensitive properties such as homes, schools, hospitals and churches. The proposed limit has been changed to 43dBA.

“Even the 2006, guidelines envisaged a limit of 36dBA. Back then, wind turbines were being built to an average height of 50 metres. The gigantic industrial wind turbines now being built in proximity to homes are a massive 187 metres high. These behemoths not only make noise that can be measured by dBA but also create infrasound, which is proven to cause serious negative health impacts on humans and animals.

“The set-back distance proposed is also wholly inadequate. The 2006 guidelines used the 10 × height matrix (10×H) ‒ 50-metre high turbines must be 500 metres from homes. To shorten this to 4 x height is to completely abandon any objective of protecting the community from the impact of these wind turbines, a complete sop to the wind industry.

We should follow best international practice like Bavaria in Germany, which enforces the 10×H rule.

“There is no question that the proposed set-back and noise limits will not even come close to protecting people and animals from the negative impacts of industrial wind turbines.

”The word guidelines is for the developer. It fails the people straight away, as it is not mandatory. Communities need rules to protect them; rules that are rigorously enforced.

“We call on the Department of Housing, Planning and Local Government to base rules not on industry lobbying and PR but on independent scientific evidence.

“Evidence to date has clearly shown that the measures proposed will simply not protect families from the negative health impacts of industrial-scale wind turbines. They will condemn families to unnecessary lifelong misery, resulting in a massive waste of people’s time, energy, community money and a clogging of the courts. Communities will not stop fighting this injustice; these guidelines are unacceptable.

  1. The issue of social license needs to be fully understood by the wind industry. Surrounding homes so that in the end residents are actually living within an industrial wind turbine facility and in some cases beside a substation, against their will and without their consent, is a violation of social license.
“In practice, the absence of legitimacy leads to rejection of a project, the presence of legitimacy and credibility leads to acceptance of a project while a high level of credibility and the presence of trust is the basis for approval.”

Surely Ontario does not want to be known as the province where corporations can continue to violate the social license.

    • Jacqueline Rovensky says:

I doubt there is anywhere a true Social License is being utilised. The only ones with anything approaching a ‘social license’ is the wind industry, it has been granted a ‘license’ to destroy societies with immunity from actions taken by those affected seeking justice.
Until this industry is brought under control and Governments stop giving them this ‘license’ and handing back to the people the right to live a healthy life free of harm it will continue.
Are we all living in countries where government treat their citizens like fly’s to be swatted if they get in the way of the ‘chosen’ ones?
What are Governments today leaving for tomorrow – pain and a destroyed environment, when they could have left a healthy environment for everyone if they had chosen to THINK BEFORE ACTING, weighed everything up and not been overtaken by hysterical noise from people who when you consider everything they are spouting makes no sense.
The money alone that’s been handed to these companies could easily have been spent on Health, Education, Aged Care, medical research, housing and much much more instead it has been spent on supporting an industry which destroys environments and peoples lives while filling the pockets of their investors.

Note; there is approx 2 mins of dead air at the beginning. The talk is ~50 minutes, followed by a long Q&A

  3. In Ontario, after four and a half years of residents reporting harm from the acoustic emissions trespassing onto their properties and into their homes, the largest wind facility was forced to derate more than half of their turbines because the Ministry of the Environment finally took decisive action and forced derating. However, the derating was only to reduce tonal noise. To this day, there is still tonal noise being emitted which is ruining the environment of nearby neighbours, as well as swooshing and whomping noises. The inaudible acoustic pulsations/ LFN/LFN modulations/ infrasound continues to cause the frightening symptoms that residents have been reporting since March of 2015…even before the ribbon cutting ceremony took place.
“Evidence to date has clearly shown that the measures proposed will simply not protect families from the negative health impacts of industrial-scale wind turbines. They will condemn families to unnecessary lifelong misery…..”..as stated so clearly in this article is absolutely unacceptable.
These turbines need to be turned off. Forcing people to relocate by continuing to keep these turbines running is absolutely unacceptable. Residents trying to protect themselves, are staying away from their homes as much as they possibly can, in order to prevent cumulative and irreversible harm. The injustice in this situation is outrageously obvious.
We need to get right to the bottom of this to find out exactly who is responsible for this harm.

THE Government is examining options to provide certainty for new wind farms in SA.
“A large part of our success in building an international reputation for hosting wind investment has been our commitment to making the regulatory environment as certain as possible.”

January 2012 The Advertiser. “Libs get tough on wind power” Opposition Leader Isobel Redmond has vowed to ban wind farms within 2km of any home …Ms Redmond said she would move to “protect” residents from the possible economic social and health impacts of wind turbines if the Liberals won the 2014 election…”
“This comes just more than two months after Planning Minister John Rau released a scheme to reform the wind power industry 1km from homes,…”

Now the Liberals are in Government in SA, they are changing Planning Regulations, the 1km from a home is now 1.25km. Much of John Rau’s wind industry favoured changes have been retained.

The Australian Government is a member of the World Health Organisation – WHO Act 1947.

…”Following are some Quotes from World Health Organization (WHO)
Excessive noise seriously harms human health and interferes with people’s daily activities at school, at work, at home and during leisure time. It can disturb sleep, cause cardiovascular and psychophysiological effects, reduce performance and provoke annoyance responses and changes in social behaviour.
Traffic noise alone is harming the health of almost every third person in the WHO European Region. One in five Europeans is regularly exposed to sound levels at night that could significantly damage health.

    WHO’s work to protect health
WHO/Europe uses the evidence on the health effects of noise to identify the needs of vulnerable groups and to offer technical and policy guidance to protect health.

The WHO Children’s Environment and Health Action Plan for Europe calls for children to be protected from exposure to harmful noise at both home and school. The 2002 European Union (EU) directive on the assessment and management of environmental noise requires EU Member States to establish action plans to control and reduce the harmful effects of noise exposure. The 2009 WHO night noise guidelines for Europe provide both evidence and recommendations that countries can easily use to introduce targeted limits for night noise.
First Schedule—Constitution of the World Health Organization
    Section 3

The enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition. The health of all peoples is fundamental to the attainment of peace and security and is dependent upon the fullest co-operation of individuals and States. The achievement of any State in the promotion and protection of health is of value to all.

The extension to all peoples of the benefits of medical, psychological and related knowledge is essential to the fullest attainment of health. Informed opinion and active co-operation on the part of the public are of the utmost importance in the improvement of the health of the people. Additional quotes:
“THE RIO DECLARATION ON ENVIRONMENT AND DEVELOPMENT (1992)
    PREAMBLE
The United Nations Conference on Environment and Development,
Having met at Rio de Janeiro from 3 to 14 June 1992,
Reaffirming the Declaration of the United Nations Conference on the Human Environment, adopted at Stockholm on 16 June 1972, and seeking to build upon it, With the goal of establishing a new and equitable global partnership through the creation of new levels of co-operation among States, key sectors of societies and people, Working towards international agreements which respect the interests of all and protect the integrity of the global environmental and developmental system,
Recognizing the integral and interdependent nature of the Earth, our home,
    Proclaims that:
    PRINCIPLE 1
Human beings are at the centre of concerns for sustainable development. They are entitled to a
healthy and productive life in harmony with nature
    PRINCIPLE 15
In order to protect the environment, the precautionary approach shall be widely applied by
States according to their capabilities. Where there are threats of serious or irreversible damage, lack
of full scientific certainty shall not be used as a reason for postponing cost-effective measures to
    prevent environmental degradation.”

Where do any of these organisations give permission to Governments to destroy the environment that Humans Live in to the extent it causes harm to people’s health?

NO WHERE, but every Government ignores the Human Health Impacts being imposed on their citizens just to ensure they reach some stupid target in a misguided effort to make them look good.

Not only is Human Health being destroyed the total environment is being damaged including all that lives on this earth. Rushing ahead without due care and without careful consideration of harmful ramifications, in fact ignoring reported and researched harmful ramifications goes against both the RIO Declaration and membership of the World Health Organisation.

Why is this happening why are these organisations who are there to protect people and the environment ignoring what is going on? Why are our Governments not being held to account by them? Why are our governments ignoring the agreements they signed as members of these organisations?

We know why – they have become the puppets of an industry and a squealing political body of manic fools, who are adding to the distress of people including our children by having them, believe the end of the world is here.

Isn’t it time Governments got a grip of reality and stood up for their citizens health and well-being and stopped this manic crowd who are so beholden to the industry they cannot now see beyond the drama the industry is feeding.
Give the world a chance, give our children a chance to experience childhood without fear, without being ‘mauled’ by screaming, chanting, ranting sponges fed by industry hacks.
Stop this stupidity and do what is right and turn around this nightmare, stop the push of turbines into our lives and give us our health back.
