13 new wind farms have been approved in Victoria and the distance reduced to houses from 2km to 1 km. The CEC guy was interviewed by Jon Faine on the 1/04/2014 (774 ABC Radio). He waxed lyrical about the local jobs provided, how the poles will be built locally usual palaver …. THE UPPER LACHLAN SHIRE COUNCIL STOOD UP FOR THE CONCERNS OF RATEPAYERS AND RESIDENTS WHO OBJECTED TO COUNCIL ROADS BEING TORN UP FOR THE BENEFIT FOR THE FOREIGN DEVELOPER OF THE GULLEN RANGE WIND FARM.
NOTICES OF MOTION – 15 AUGUST 2013
ITEM 16.1 GULLEN RANGE WIND FARM CONNECTION TO THE GRID
I, Councillor Malcolm Barlow hereby give notice that at the next Ordinary Meeting of Council I will move the following motion:-
“That Upper Lachlan Shire Council does not consent to Goldwind Australia, the developer of the Gullen Range Wind Farm, digging up several kilometres of the Shire’s roads in the Bannister area in order to lay underground cabling to connect the northern part of its project that does not have access to the grid to the southern part that does have access”.

A Report has been included in Closed Council Section of the Ordinary Meeting to be held on 15 August 2013

The meeting brought the item forward to the commencement of the meeting agenda.

Mr Humphrey Price-Jones was invited by ULSC to speak on behalf of concerned ratepayers and residents in support for Councillor Barlow’s motion.
Residents and ratepayers in favour of Councillor Barlow’s Motion attending the meeting numbered approx. 13 people.
The Motion was carried by a vote of 5 for and 3 against.
The CC applauds the Council for asserting the rights of residents and ratepayers. Numerous letters had been written to Council opposing this initiative on the part of Xinjiang Goldwind. Councillor Malcolm Barlow moved the motion and spoke from the heart that this could create a dangerous precedent allowing untrammelled access by developers to Council roads. Councillor Barlow stated that the request had been made by Goldwind to access these Council roads without such being stated in the environmental assessment and the development proposal.
The CC applauds the sand and gumption shown by the Council in calling Goldwind to account.

The consequences of the above are very important.
ULSC by voting for Councillor Barlow’s Motion means if other applications by wind farm proponents to dig up Shire roads are made to Councils throughout Australia other Councils can look to this success for a precedent.

It means that the GRWF will have to look at other ways for cabling and connecting the two areas The matter of Shire roads is entirely the responsibility of the Upper Lachlan Shire Council. GRWF cannot go to the NSW State Government to override this decision.
